[inf] 21CN testers

Thanks to those that are testing the new LNS code on a.armless, the test LNS.

Obviously the test LNS is subject to reloads from time to time which we usually mention on irc. On some occasions we may put test logins back on the live LNSs if we expect issues with what we are testing. However, testers are very useful in sorting any last niggles we have failed to find testing on the bench. Stability of the live service is crucial, and having a group of testers who can provide details feedback is invaluable in ensuring the live LNS stays stable in future.

To show our appreciation, from now on until further notice, when logged in to the test LNS (a.armless) all usage counts 50% for billing purposes. We may limit numbers of testers, obviously.
